The category a1 rules are applicable to those who want to drive small motorcycles. These vehicles have a capacity of up to 35kW. They are not derived directly from vehicles with more than twice their power.

The open category drone operations can be divided into three subcategories: A1 to A3. You can fly drones with the class C0 or C1 as part of the Kup Prawo Jazdy Kategorii A1 subcategory (fly over people) until January 2024.

A1

Category A1 is one of the three EASA drone categories that applies to aircrafts with a maximum take-off mass (MTOM) of up to 25 kilograms. A2 can also allow you to operate transitional drones that aren't yet CE certified, but have been modified to reduce the risk of collisions with people. You'll only be able to fly these drones in A2 until the end of 2022, after which they'll be required to comply with A3 regulations.

The A1 and A2 categories will help you develop into a confident and secure motorcyclist. The amount of lessons you need is contingent on your capability and the progress you are making in learning, however, you must complete a certain amount of special rides. This includes a minimum of five lessons on country roads as well as four on highways, and three in dawn or darkness.

A3

This category allows flights with drones having the maximum mass for take-off of up to 25 kg. It is a lower-risk operation, but strict precautions must be taken to avoid incidents. This exam is designed for the remote pilot to assess their knowledge of the operational and technical mitigations that address the extra risks associated with flying slightly bigger drones (class A2, below 4kg mass) close to people. The certificate of competence to fly Category A2 is granted after successful completion of this test.

There are 'transitional arrangements' that allow legacy drones, that aren't certified, to operate under the categories A1 or A2 for two years following the implementation of the new EU regulations. The drones of the past cannot be used to fly over people and must be equipped with an A2 CofC.

To operate a drone that falls under this category you must pass the normal online flyer ID test, and then pass an additional theory exam. In addition, you need to declare that you have gained some practical knowledge of your drone and pass an official declaration of competence. These requirements are similar in nature to the model of a driving license, whereby drivers who first get their license for a vehicle of a lower category can then move up to a higher category.

A4

The DOH is preparing detailed guidelines for category A4. These guidelines will be consistent with other operations, and will include information such as the number of dressings that are changed per day. These guidelines will be presented to the Inter-Agency Task Force for the Management of Emerging Infections, (IATF-EID) as well as the DOH National Immunization Technical Advisory Group. The IATF-EID and DOH's National Technical Advisory Group on Immunization will be reviewing and approving the guidelines prior to being finalized.

Drones that have the C0 or C1 may be flying within 50 metres of people who aren't involved in the incident. This is a low-risk class however, strict security measures are required to reduce incidents.
